David S. Horne Supportive Reintegration Residence
David S. Horne Supportive Reintegration Housing Residence is an 8-bed residential facility for youth who have had involvement in the Youth Criminal Justice System. The program serves youth between the ages of 16-18 who have been involved with the YCJA and are homeless or at risk of homelessness. The majority of these clients enter the program with a lack of positive role models and mentors, and an absence of family. Many of these clients also present significant risk factors including a history of abuse, mental illness, and addiction issues.
Program Description
The program provides accommodation, an onsite classroom and therapist, as well as social supports. Clients develop enhanced life skills, and coping strategies that enhance pro-social adjustment, to reduce the likelihood of future homelessness and involvement with criminal justice system.

Residential Programs
Our residential programs provide clients with a safe and caring environment to foster positive change in their lives. The program model is based on cognitive behavioral principles that utilize best practice and evidence based programming to address the individual client needs.
The program focuses on strengthening the emotional and social wellbeing of clients, while helping them to build healthy relationships based on trust, mutual respect, accountability, and caring. The acquisition of these enhanced skills and competencies help kids to increase successful community, or where possible, family reintegration.
Clients are referred due to personal or family factors where FACS has deemed the client is in need of care or protection. Many of these clients also present significant risk factors including a history of abuse, mental illness, and addiction issues.
The Ray and Pat Wagner House
The Ray and Pat Wagner House is an 8-bed residential group home for youth between the ages of 12- 18 who are in the care of Family and Children’s Services (FACS).

Gender Accommodation
All YRN residential facilities are committed to the accommodation of gender diverse youth. As such, facility referrals can be based on self-identified gender or birth-assigned sex. YRN is dedicated to promoting diversity, equity and inclusion by promoting an atmosphere free from barriers, where diversity is welcomed and celebrated.
Community Programs
Community Programs provides rehabilitative and supportive programs, mentors, and a safe environment that facilitates personal growth, change, accountability, and responsibility for youth. Our services are open to youth who are involved in the Youth Criminal Justice System or have been referred for supports within our Home and Community Respite Program.
Extrajudicial Measures (EJM)
EJM programs and services are provided to youth who have committed an offence as an alternative to formal charges.
Programs are targeted to specific needs and tailored to support rehabilitation and are based on cognitive behavioral principles and interventions. Our programs provide opportunities to promote pro-social behavior based on the needs of the youth. EJM is a community based program.
Referrals are received from Contact Niagara or the Niagara Youth Justice Committee.
Extrajudicial Sanctions (EJS)
EJS programs and services are provided to youth who have committed an offence as an alternative to court processes.
Programs are targeted to specific needs and tailored to support rehabilitation and are based on cognitive behavioral principles and interventions. Our programs provide opportunities to promote pro-social behavior based on the needs of the youth. EJS is a community based program.
Referrals are received from the Niagara Crown Attorney’s Office.
Post Detention and Post Custody Support
The Post Detention and Post Custody program provides re-integrative programs and service supports to youth who are transitioning back into the community after residence or completion of their custodial sentence in a detention facility. Goals and programming requirements are determined based on the youth’s individual needs, strengths, and situation.
Referrals can be received from Youth Probation, Family and Children Services Niagara, Mental Health Agency Referral, or self/family referral.
Home and Community Respite Support
Respite services provide meaningful supports and interventions for clients and caregivers who are experiencing struggles within their home, school, and/or domestic environments. Respite services are implemented to support both the client and caregiver to build skills and strengthen their relationship to help avoid the breakdown of the household unit.
Referrals can be received from Family and Children’s Services Niagara, Contact Niagara or via a Mental Health Agency referral.
Youth Justice Committee
An alternative to formal court proceedings. A youth and their parent(s) or guardian will meet with a committee of community volunteers and the victim. Together they will negotiate meaningful ways or sanctions for the youth to repair the harm caused. Youth, 12 to 17-years-old, qualify if the offence is minor and police or the Crown decide they are eligible for the program.
